Located in Winnetka, in the heart of the San Fernando Valley, Palm Vista is a 91-unit affordable housing community that opens itself to the neighborhood through an inviting courtyard design and a welcoming street presence. Originally entitled as a market-rate development, the project was re-entitled as 100% affordable through SB1818 zoning incentives, reflecting a commitment to expanding equitable housing opportunities in Los Angeles.
Developed in collaboration with GTM Holdings, United Building Company, and Hollywood Community Housing Corporation (HCHC), Palm Vista draws funding from multiple public sources, including LACDA No Place Like Home, HCD MHP, LACDA Housing Trust Funds, CTCAC 4%/CDLAC, and HCD IIG Funds. The project topped out in summer 2024 with a celebration attended by local leaders, including Councilmember Bob Blumenfield.
Architecturally, Palm Vista’s courtyard-centered plan creates a sense of openness and community, while street-facing balconies, a landscaped entry plaza, and a green buffer along the sidewalk establish a friendly and residential character. A network of indoor and outdoor common spaces provides residents with areas for gathering, play, and rest—making Palm Vista not only a building, but a place to call home.
